California Rules for Moving a Mobile Home

Four California requirements shape every move. Here’s what they are and who handles each one.

Caltrans transportation permit

On state highways, Caltrans issues manufactured home permits only to licensed dealers, manufacturers and haulers, so the owner can’t pull one. The limit is 16 feet wide including eaves, and anything over 15 feet needs special processing at least 30 days ahead. We get the permit.

Installation permit

Under Health and Safety Code § 18613, a permit from the enforcement agency is needed each time a manufactured home is installed. That’s the local building department or HCD, depending on the area. The installing contractor gets it, unless the owner installs the home.

C-47 licensed installer

California HCD says any contractor that installs a manufactured home needs a C-47 General Manufactured Housing Contractor license from the CSLB. We hold that license.

Tax clearance on a sale

Buying a used home to move? The county tax collector issues a tax clearance certificate under Revenue and Taxation Code § 5832, and HCD needs one to register the change of ownership. Get it before the move.

Who Does What in a California Move

Do I need a permit to move a mobile home in California?

Yes. Moving a manufactured home on state highways needs a Caltrans transportation permit, and local roads may need a city or county permit. Installing it at the new site needs an installation permit. We get them.

Can I get the Caltrans permit myself?

No. Caltrans issues manufactured home permits only to licensed dealers, manufacturers and haulers, so your mover has to get it.

How wide a mobile home can be moved in California?

Up to 16 feet wide per section, eaves included. Sections over 15 feet wide need special processing, requested at least 30 days before the move.

Who can install a manufactured home in California?
