Arizona Rules for Moving a Mobile Home
Four Arizona requirements shape every move. Here’s what they are and who handles each one.
504 tax clearance
Under A.R.S. §§ 42-19107 and 42-19155, it’s unlawful to knowingly move or sell a mobile home if its property taxes haven’t been paid, and a violation is a Class 1 misdemeanor. The county assessor issues the 504 tax clearance once taxes are paid in full.
ADOT transport permit
Under ADOT rule R17-6-103, ADOT needs the home’s full serial number and the county’s 504 tax clearance before it issues a mobile home permit, and it must deny the permit without them. We get the permit once the 504 is in hand.
Installation permit and inspection
The Arizona Department of Housing requires an installation permit, issued by the Department or your local building department, with inspections. All installation work, including utility hookups, must be done by a properly licensed contractor. The permit is posted on the home and expires after six months.
Pre-1976 homes and flood zones
ADOH requires a state rehabilitation certificate and a local zoning check before a pre-1976 home is installed. Homes going into a designated flood plain need flood-zone plan approval. We’ll tell you up front if either applies.

Who Does What in an Arizona Move
In Arizona, the 504 tax clearance comes first. Here’s the split.
1. Pay the taxes
Pay the home’s property taxes in full with the county treasurer.
2. Request the 504
Ask the county assessor for the 504 tax clearance, listing us as the mover.
3. We get the permits
The ADOT transport permit and the installation permit for the new site.
4. Licensed setup
Our licensed installers set the home and schedule the inspections.

FAQ
Arizona Mobile Home Moving FAQs
What is a 504 tax clearance in Arizona?
It’s the county assessor’s form confirming no property taxes are owed on a manufactured home. You need it any time you move or retitle the home, and it’s issued only once taxes are paid in full.
Do I need a permit to move a mobile home in Arizona?
Yes. ADOT issues the transport permit, and it requires the home’s serial number and the 504 tax clearance first. The new site also needs an installation permit. We handle both.
What happens if a mobile home is moved with unpaid taxes?
Arizona law makes it unlawful to knowingly move or sell a mobile home with unpaid property taxes. A violation is a Class 1 misdemeanor.
Who can install a manufactured home in Arizona?
A properly licensed contractor, under an installation permit from ADOH or the local building department, with inspections. Our installers are licensed through ADOH.
Can a pre-1976 mobile home be moved in Arizona?
It can be moved, but before it’s installed it needs a state rehabilitation certificate and a local zoning check. We’ll tell you what applies before we quote.
How much does it cost to move a mobile home in Arizona?
Most of our moves cost $2,000 to $15,000. The price depends on home size, distance, permits and escorts, site access and how much setup you need. Your quote is free.
Do you move mobile homes in Phoenix?
Yes. We move manufactured homes across the Phoenix metro, including Mesa, Glendale, Chandler and Peoria, and across all of Arizona.
Can you move my home into or out of Arizona?
Yes. We move homes between Arizona and California, Nevada, Utah, New Mexico, Colorado and beyond, and we get the permits for every state on the route.
